Idaho Power Company is seeking to hire an experienced Technical Advisor to join its Regulatory Compliance department. The Technical Advisor will provide programmatic leadership, together with regulatory, strategic, and policy advice to support Idaho Power’s business objectives and foster a culture of compliance. Additionally, the Technical Advisor will utilize knowledge and expertise in the review, development and implementation of Idaho Power's Regulatory Compliance Program. Work may include acting as the Company's subject matter expert on requirements defined FERC, NERC, and/or WECC regulations, focusing on the Critical Infrastructure Protection (CIP) requirements. The successful candidates will work closely with business units to determine whether their business activities comply with applicable laws, regulations, and Idaho Power standards and policies, as well as assist business units with incorporating compliance obligations into their day-to-day work activities. Job duties may include (but are not limited to):

  • Providing direction across all levels of the organization regarding Idaho Power's regulatory compliance positions, expectations and compliance thresholds, compliance and enforcement policies, and provides recommendations for program improvements.

  • Developing and maintaining personal knowledge and expertise with current regulations related to the FERC/NERC/WECC areas of regulation, with an emphasis on the CIP regulations.

  • Monitoring, reviewing, and evaluating relevant federal, national, and regional initiatives, policies, regulations, rulings, and standards; identifies requirements; performs analysis; and evaluating the impact on current Idaho Power processes and efforts.

  • Interpreting FERC/NERC/WECC standard requirement language and working with business units to develop and apply process, procedures, and technology to ensure compliance.

  • Representing Idaho Power in regulatory and compliance outreach activities through involvement in industry forums, advocacy groups, and professional groups.

  • Building effective relationships with regulatory partners, other utilities, and stakeholders.

  • Developing and fostering positive working relationships with business units.

  • Working closely with business units in self-monitoring efforts, as required by regulations or company procedures, to ensure compliance.

  • Leading investigations of potential non-compliance, documenting and analyzing findings, identifying root causes and working with business units on appropriate mitigation.

  • Participating in regulatory audits and compliance assessments of Company practices, documentation, and evidence; overseeing process improvement, mitigation, and corrective action efforts.

  • Reviewing, developing, and implementing Idaho Power's Regulatory Compliance Program.

  • Participating in the development of business practices that incorporate regulatory compliance into policies, standards, processes, and procedures.

  • Working closely with other Technical Advisors and business units in designing, planning, and implementing controls and activities to ensure compliance with applicable regulations.

  • Working with business units to provide and implement a consistent approach to compliance.

  • Responsible for facilitating proactive measures to increase the Company’s overall compliance posture and supporting all business units involved with FERC/NERC/WECC compliance related work.

  • Leading development efforts of regulatory compliance strategies and programs including associated compliance education, training, and communications.

  • Providing strategic direction in developing, implementing, and evaluating project plans, goals and timelines; managing regulatory compliance related development projects.

REQUIRED SKILLS

Knowledge of:

  • Regulatory laws, rules, and regulations, including regulatory precedents, priorities, practices and guidance related to FERC, NERC, and WECC, with a specific emphasis on Critical Infrastructure Protection (CIP)

  • The practical application of Information Technology (IT) in Operational Technology (OT) environments in order to comply with regulations.

  • Auditing and implementation of compliance programs

  • Project management.

MINIMUM REQUIREMENTS

Education:

  • Bachelor’s degree in Business, Information Technology, Engineering or a related field plus 4 years of related experience or equivalent combination of training and at least 4 years experience as a professional in their related field or equivalent specialized training in compliance within the related field.

Prefer:

  • Professional certification such as CPA, CIA, CISA, PMP, or IT-related certification credentials

  • IT and/or audit experience.

Experience:

  • Experience with reviewing and interpreting legal and regulatory documents.

Prefer:

  • 5 years experience as a professional in related field or equivalent specialized training in compliance within the related field.

ADDITIONAL INFORMATION

  • May require occasional regional and national travel.

  • Ability to work independently. Requires minimal supervision.

The successful candidate for this position will be required to complete scheduled compliance training and submit to periodic background investigations as mandated by NERC.
