The Air Quality Division is filling a position for a Airshed Management Analyst. This position will be the lead on transportation conformity and exceptional events, act as primary staff for development of State Implementation Plans (SIPS) and maintenance plans, and provide support to the regional offices for Airshed management activities.
Act as Project Manager for State Implementation Plan (SIP) projects
Identify federal regulations and Clean Air Act requirements that apply
Coordinate with technical staff to ensure technical demonstration meets requirements
Coordinate with and advise regional office staff to ensure control measures are included as appropriate
Write the SIP document for submittal to EPA
Act as the lead for exceptional events
Track the occurrence of exceptional events, such as wildfires
Evaluate whether events are regulatory significant and make recommendations to management which events to submit to EPA
Coordinate with technical staff to ensure submittal meets federal requirements
Act as the lead for transportation conformity
Identify federal regulations and Clean Air Act requirements that apply to a nonattainment or maintenance areas.
Coordinate with the Idaho Department of Transportation to ensure federal requirements are met
Provide guidance and support to the regional office staff for coordination with metropolitan planning organizations
Provide airshed management support
Provide support to the regional offices for airshed management activities such as implementing the EPA Advance Programs and conducting outreach
Possession of a Bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year Bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis, and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college. AND, at least four (4) years’ experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Possession of a Master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Specialty Minimum Qualifications (required for this position):
- DEQ - Community Project Coordination: (3115):Requires at least one (1) year of full-time work experience in project development. This experience may be as a technical advisor negotiating environmental plans, legislative issues, rules and regulations;
At least one (1) year full-time work experience coordinating public groups, committees, communities, or local governmental agencies to produce work projects within a large community.
- Ability to sit and work on a computer for 2 - 4 hours at a time
- Some periods of heavy reading and typing
- Must have a valid driver's License
- Occasional travel required
Desirable Qualifications (the education and/or experience below is not required but may increase your score):
Experience in program management.
Experience in regulation, rule, and/or policy development.
Experience preparing and presenting written and oral reports.
